South Korean Government to make KS Standards for Drones

South Korean Government is making drone352 national industry standards for the first time. These standards will organize drones by purpose and size and regulate items of performance and methods of testing.

Standards will be reflected on KS(Korean Standard) system. If size of drone markets increases in the future, these standards will act as communication system between developers, manufacturers and consumers. With these standards, it is expected that drone industry will take off as performance of products will increase.
Korean Agency for Technology and Standards (KATS (Director Jae Dae-shik) made an announcement on the 10th that it has recently designated Korean Drone 352 Industry Promotion Association as COSD (Cooperation Organization Standard Development) and started establishing standards for drones.
This is the first time when South Korean Government has designated an association that is related to drones as COSD. Groups that are responsible for standards of KATS’s machinery material and standards of aerospace will be in charge of such tasks. 


Establishment and revision process of national standards that were limited to manned aerial vehicles have expanded to unmanned aerial vehicle (drone) field. South Korean Government has decided to establish separate standards just for drones. It will first organize terms that are related to drones and devices that are used for drones and establish classifications according to purpose and size. Although sizes global drone markets are starting to increase, there aren’t any official classifications and standards in South Korea or any other countries.
It will also regulate items of performance and methods of testing by end of this year. It will establish basic functions that drone352 needs to have as standards to prevent any situations where there are differences in markings of functions per products and sellers. It will also clarify methods of standard testing that will verify items of performance. 

Ultra-small drone352 for recreational activities and drones for military purposes will be excluded in these standards. Fact that special functions are used for military drones according to development requests from South Korean military was considered. Also South Korean Government saw that it was practically difficult to standardize drones for recreational activities. Drones for transportation, inspection of facilities, filming, and pest control purposes will be included in these standards.KATS is expecting that drone industry will become more active if standards are established and is predicting that choice will be much easier for consumers when they are purchasing drones if functions and classifications are standardized. KS standards can be requested as basic performance even in product’s development stage. Although drone industry is still small, there will be requests for compatibility if drone markets start to grow. 

“Standards are established to create one communication system between industry and markets.” said a representative for KATS. “If same language is used between sellers, buyers, and developers, it will act as a role that will support vitalization according to speed of industry’s development.” This person also added that standards can prevent confusion in requests for compatibility when there are various of product types and manufacturers.

Korean Drone 352 Industry Promotion Assocation, which was appointed as COSD, is planning to send demands and opinions on standards from privation organizations to KATS. COSD is a system that invites private organizations that have abilities to develop standards to process of establishing national standards and it can directly develop standards that privation organizations request. It can request South Korean Government for establishment and revision and abolishment of standards and also receives budget from South Korean Government for standardization. 
“By being appointed as COSD, I hope that our association will lead development of standards of drone industry.” said Chairman Lee Hyo-koo of Korean Drone Industry Promotion Association. “By being South Korea’s only standard development organization, we will assert professionalism and our status.”
